I'm not real inclined to clean the brass one more time unless I feel certain it's not being possibly deformed, dinged etc.
I wet a clean rag with Naptha or brake kleen and wipe the off.
OK, maybe I asked the question without qualifying; it sounds as if lube may get inside the neck based on what I read, is that fine as far as consistent neck tension goes?
I make every effort to NOT get lube inside the neck, and I do wipe the outside of the case with a rag and alcohol.
I'll try Dave's idea, that sound like it would save time.

I agree with this quote. I read somewhere (maybe in Zediker's book) that there is merit in seat in 1/3's...rotating the case 1/3 as you use three progressively further down strokes to complete the seating. I have tried to do this, but have no idea if it makes a difference. Does sound like it could. I am retired, so time is not a concern to me.
Using multiple seating strokes seems like it would potentially introduce more errors than it might fix, assuming a fix is even needed.
Each time a stroke starts there's the static friction component which must be overcome, that turns into a dynamic friction force which must be overcome, then do that 3 times. My thought is all that may result in a reduction of the most important hand loading factor; consistency.
Lee does suggest rotating the brass when neck sizing which I can see possibly having some benefit, I still don't bother with the extra step there.
A somewhat economical option is to use the 6.5mm brand Hornady brand, although if I read it wrong, it is not the best quality. Its price is about $ 58 per pack of 50.
Hornady brass is maybe half the price of Alpha or Lapua brass, maybe even a tad less. If I were looking to save on component cost I wouldn't think twice about buying Hornady brass. My reasoning for paying more for the "best" isn't because I won the lottery, it's just that 100 or 200 pieces of Alpha or Lapua will last me years, mainly because I shoot so many calibers sheer rotation means I don't use one caliber all the time. My other line of reasoning is I'm going to pay the exact same price for primers, powder and bullets no matter what brass I use to assemble a finished round, may as well use the best brass available. And there's the most important component of all; time. Every day is one less day I have to enjoy life shooting my guns, I value time as priceless.
One thing to consider is the shooter may influence ES by 20 or so. You wouldn't think that would factor in when comparing the same shooter with different calibers but, numbers can be funny that way.
My favorite PD load is probably 39.3 h4350 in a 6x47 Lapua and a 107 Nosler CC, cheap accurate bullets. I cut one in half at 715 yards once.

I use a Forstner micrometer seating die in a CoAx press and rarely experience what you are describing. Like Dave I back the die off, seat, measure, adjust, seat, re-measure. When I first measure if I see the micrometer looking a bit unsettled, I'll be inclined to adjust a tad less to make sure I don't overshoot. If I do overshoot one I'll either move it into the next group if loading for a ladder, or add it to the warm-up group, you know, the one with all the rejects that somehow manages to shoot one ragged hole
I don't have any recorded data on this but I find about 85-90% of the time when I seat, measure, adjust, seat, measure, it's dead on.
One thing I would check on is making sure the seating stem (cap?) is clean, any contamination could cause unreliable seating, especially if neck tension consistency is suspect.
Been searching for a little while on the net: one guy tried the 3, 6, 9, 12 test for POI his conclusion was about the same deflection each direction but based it on small magnetic eddy currents built by spinning the copper jacket around the magnets.
Mounting at 6 only I've seen from 3" to 10" at 100 on various barrels.
Now I gotta test a 3 6 9 12 too😁
Wowsah, mnbogboy! I never saw that sort of POI change at 100 yards with Magnetospeed. Maybe 1" at a stretch. Mine was a v3 so not sure if that would make a difference. For perspective, it was about the same degree of shift I've seen with a suppressor.
